Why would the creation of the FCC matter on who currently controls it? 

And yes, they do not care about rules but they DO care about appearances and results.
If Trump fires Powell, the market could crash due to severe uncertainty or just knowing Trump would put in someone loyal and not competent and thus likely fuck things up for appearances.

Same with the FCC bit.  He could have the license just killed but that would be challenged in court and easily defeated.  But if he can have a 3rd party claim media bias and a violation of agreement... Especially if it makes CBS more Trump Friendly, that's a win on appearances.


I've no doubt, if the optics weren't bad for even his base, he'd have tried to directly silence his critics in the media.
