I really can't tell what's going on either. I do see that it took 4 cops to subdue one homeless guy, and then I guess one of them shot the homeless man while he was on the ground?

Can someone clarify what is going on here?

apparently the hobo managed to snatch a gun from one of the cops during the struggle, and they shot him after telling him to drop it but he didn't.

That's because it is a crime.  It isn't generally a capital offense, however.
