Title: Electromagnetic acceleration - still valid?

I tried to understand EA in this Wiki article: https://wiki.tfes.org/Electromagnetic_Acceleration

Reading this, some questions came up in my mind. E.g. why does the sun always appear/disappear exactly at the horizon or lets call it skyline. I would expect to see it sometimes at least a bit within Mountains, trees, buildings. Especially when I watch sunset from a high position (mountain, plane), light rays should come from lower position.

So now I'm not challenging EA but ask, if it is still part of the theory?
