Title: Windows XP support ends today

Doesn't matter. She won't be doing anything that requires any knowledge. Shouldn't matter what distro you use when all you need is a working web browser to browse facebook and look at cat videos/pictures with.

No, but Debian is the only distro I'm familiar with.

Nope. A $600 Mac Mini will do just fine.
