Title: northern/southern constellations

Assuming a FE, could someone please account for the different constellations visible depending on latitude. For example why can't observers in S America/S Africa or Australia ever see Polaris, or Ursa Major at any time of the year on a FE. Easy to explain if the Earth is a sphere. They are always below the observers horizon.

Also could someone let me know if there is an accepted diameter for the FE.
