It's definitely exxagerated, but that's just how Americans talk - if we take every boisterous claim made by an American as a "lie", then Americans can't even buy groceries without lying through their teeth. They're just a fundamentally dishonest people, not ready for the benevolence of the superior western civilisation.

That was part of a longer list of things that make DOGE "not a real department". The point isn't that things can't be done without a budget, but rather that even very unimportant departments do get one. By extension, DOGE is laughably unimportant.
