Following on from the discussion in this thread, I propose that we make the following change to the Manifesto:



In the list of Definitions, the text:

2. "Member" means any user account on the forum.

Shall have inserted after it:

3. "Voting Member" means any Member which has been registered for at
least 30 days and has made at least 50 posts outside of Complete
Nonsense and Angry Ranting.


All subsequent definitions shall have their indices incremented by one, but shall not have their wording changed.



In section 1 ("Amendments"), the text:

Amendments to the manifesto may only be made with the express
authorisation of both Steven McDonald ("Parsifal") and "pizaaplanet".


Shall be replaced with:

Amendments to the manifesto may be made by the sole authority of Steven
McDonald ("Parsifal"), provided such amendments are made available to
the community at least 72 hours in advance. If a Voting Member motions
to veto an amendment before it is ratified, and if that motion is
seconded by another Voting Member, then the amendment shall be put to a
popular vote of all Voting Members.




pizaaplanet has already agreed to authorise any changes, so under the terms of the current Manifesto, I could pass this amendment immediately. However, I will run it as if its terms were already in effect, both because I would like to consult the community on the specific wording, and also because it will provide a good test for the effectiveness of the process.

You now have 72 hours to comment, and if you object to the wording, motion to veto.

Sorry, I edited the post to create a new definition because I forgot to check the existing usage of "Member". Your 72 hours starts now.

Edit: Ugh, I suck at reading today. Edited again to apply only to the bit of the "Amendments" clause I actually want to change.
