I believe Trump becomes president at noon local time regardless if he's sworn in on time.
I was under the impression that he has to be sworn in as a strict prerequisite. But it's okay, I'm sure Pence can keep the ship steady for like 15 mins. Right? Right?

No. The swearing-in is just a ceremony. Pence didn't become the VP until Trump became the president.
